First SEETAC inter-ministry conference: revision of TEN-T strategy

The Romanian Ministry of Transport and Infrastructure (MTI), in collaboration with Central European Initiative (CEI), organised on February 4, 2010, in Bucharest, the “South East European Transport Axis Cooperation” (SEETAC) conference.
Among the participants we can mention representatives from the ministries of transport in the countries located in the SEETAC project area: Albania, Austria, Bulgaria, Croatia, former Yugoslavian Republic of Macedonia, Greece, Hungary, Italy, Romania, Serbia, Slovak Republic and Slovenia, as well as representatives from the Italian Ministry for Water Protection, Territory and Environment, Aristotel University in Thessalonik, EURAC, SEETO, Informest.
The discussions focused on the Pan-European Corridors, cross-border traffic, market development, traffic studies and immediate investment plans, in the context of EU' s TEN-T strategy revision.
Constantin Dascălu, Secretary of State within MTI, said for Railway Insider that a work group will be created, which will evaluate all the proposals of the SEETAC member states concerning the new TEN-T network. He added that, after the finalization of the 4 SEETAC inter-ministry conferences, the next one being scheduled in Albania, a joint position and document will be adopted and submitted to the European Union. The project was officially initiated on April 1, 2009 and it will be developed over a period of 36 months, until March 31, 2012.
Constantin Dascălu said that, for the time being, Romania proposed Transylvania highway to be included in the new TEN-T programme. However, the final proposal draft will have to satisfy all the various modes of transport and all SEETAC members. A joint document is expected to be signed. This document will be analysed by European experts during a SEETAC – European Commission reunion until June 2010, when the methodology for TEN-T strategy revision will be published.

In the beginning of the '90s, the European railway industry with support from the EU institutions engaged in creating a common railway signalling system. Over time, ETMS emerged as one of the most successful European industrial projects and is now on its way to making railway transport one of the most competitive transport modes.

Although railway transport is, by far, the safest, fastest and lowest CO2-emission mode of transport, it is, however, confronted with one of the most striving problems, that of cross-border traffic which is complex and difficult to manage and most of the times affects the competitiveness of this means of transport. Cross-border traffic is doubled by the differences of gauge, electrification systems, administrative procedures, that make interoperability difficult and increase operation costs.
